Call to Order

 

New Business:

 

Historic Home Building Permit - 202 Prospect:

The Village of Spring Lake erroneously issued a building permit for the historic Holmes property at 202 Prospect St. Upon notification of this error Village Manager Ryan Cotton contacted the contractor and the home owners and requested that additional work cease until this matter could be presented before the Historic Commission for approval.

 

John Hansen and Ryan Cotton spoke to the group first and recapped the events, processes and issues. Currently the permit request does not specify historic status or age of building. The form and process will be corrected for future requests.

 

Glenn Miller (the former home owner) provided a history of the home and restoration.

 

Sandy Parker explained the difference between a historic district and a conservation district and how it applied to the Village.

 

Jon & Ginger Giamo (current home owners) explained the plans to remodel the home. These include adding a garage and a second floor in back. Removal of hazards like the chimney and replacing windows for lead paint and thin glass. Additional changes included fencing and vinyl siding on the whole structure.

 

Ed & Jody Herrelko (neighbors on Prospect St.) explained how the construction started and what they did to notify the Village. Their concerns are that the proper review process be followed for community input.

 

Additional comments were made about maintaining the historic character of the home and also balancing the rights of the property owner with the needs of the community.

 

Discussion was then presented for alternative design and materials.

Additional discussion. A consensus of approval was reached.

 

A motion was made by Mark Miller and seconded by William Bissell:

1. Maintain Historic Intent

2. Add 2 dormer windows to the 2nd floor addition (Prospect side)

3. Use and maintain wood siding

4. Provide a level roofline on Exchange St.

5. Maintain window height and design (arched)

6. Try to match paint

7. Garage doors to match historic look

8. New drawings and permit

9. Chimney removal O.K.

10. Picket fence - same material and color

 

Voice Vote - all approved

 

A motion was made by Shannon McMaster and seconded by William Bissell:

1. Review Meeting scheduled for Tuesday 2/22/2005 @ 8pm in the Village Hall Conference Room

2. Revised drawing and plans to be presented for discussion and vote

3. Approval required for a new permit

4. Work may continue on items that don't affect the historic structure.

SLVHCC members: One current vacancy. Bill Bissell approved for 2nd term at council meeting

 

Boat Show: Saturday June 18th. Marina Bay complex approved. Pat to work with Steve Mathes on details. Information added to SLV website. Author Don Dannenburg to have a book signing. Group will also contact Wally Ewing for presentation. Huntington has been contacted for sponsorship.

 

SLVHCC account: Balance $3700

 

Grants: Shannon will work on grants for SLV wayfinding signs. No SLVHCC related grants likely.
