V. Consent Agenda
A.
Approved the payment of the bills in the amount of
$153,565.50.
B.
Approved the
minutes of the April 19, 2004 meeting.
C.
Set the FY 05 operating and six-year capital budget
public hearing for Monday, June 7, 2004 at 7:30 PM.
D.
Approved closure
of Savidge Street on Memorial Day (May 31) from 11:00 AM until the parade
arrives at Spring Lake Cemetery.
E.
Approved closing
the Village Hall and the Police Department to non-emergency services for
Friday, May 21 and Monday, May 24 to enable the move back into the renovated
Village Hall and expanded Village of Spring Lake/City of Ferrysburg Police
Department
F.
Approved a
non-exclusive lease with the Grand Lady Riverboat, doing business as RVA of
Grandville, Michigan to dock at the foot of West Savidge on Spring Lake for a
fee of $500 per year for a three-year term.
G.
Approved a
resolution of support for submission of a Coastal Management Grant Application
for the Grand River Greenway Project.
(This grant request was for $5,000 to assist in conceptual design of the
first phase of the Greenway from Village Cove to the end of Division
Street. If received, the grant would be
matched by $5,000 budgeted in the Public Improvement Fund for FY 05.)
H.
Approved the
annual Heritage Festival events at Mill Point Park and Central Park and made
DeWitt Lane one-way during the arts and crafts festival plus made Church Street
one-way during the flea market. (Each
of these requests was the same as last year except for making Church Street
one-way.)
I.
Approved the
Spring Lake Lions Club White Cane sale at Jackson and Savidge Streets on May 7th
and May 8th.
On a motion by
Hall, support from Fischer, the Village Council approved the Consent Agenda as
presented.

A. Adopted a second amendment to the March 23, 1998
Intergovernmental Police Services Agreement with the City of Ferrysburg
regarding rent for the remodeled police space and extended the term to ten
years, subject to an eighteen month termination notice, and contingent on
simultaneous approval by the City of Ferrysburg.
Summary:
This agenda item was made possible through a series of meetings with the
Joint Police Commission and the Strategic Planning Committee. The intent of the amendment was to establish
the space for rent in the newly remodeled facility and to provide a longer term
than the previous year-to-year agreement.
This agreement strengthens the intergovernmental relationship and
provides stability for positive morale and productivity. Both community attorneys approved the
agreement wording with some amendments.
On a motion by Hall, support from Palma, the Village
Council adopted the second amendment to the March 23, 1998 Intergovernmental

services for the expanded Village of Spring Lake/City of Ferrysburg Police
Department and renovated Village Hall from Coverall Cleaning Concepts of Grand
Rapids, Michigan for $14,634 per year or fraction thereof (1,219.50/month)
through to June 30, 2007.
Summary:
Bids were advertised last month.
A tour of the Village
Hall was held.

*Bidder did not fill out bid form properly. Included an estimated amount for semi-annual
carpet cleaning that was not included in base.
Coverall Cleaning Concepts came highly
respected. References were being
checked prior to the meeting. With approval, their first day would be on May
24, 2004 the day after occupancy.
On a motion by Hall, support from VanStrate, the
Village Council approved the low bid for comprehensive cleaning services for
the expanded Village of Spring Lake/City of Ferrysburg Police Department and
renovated Village Hall from Coverall Cleaning Concepts of Grand Rapids,
Michigan for $14,634 per year or fraction thereof (1,219.50/month) through to
June 30, 2007 and authorized the Village President and Clerk-Treasurer to
execute the service agreement subject to advance approval by the Village
Attorney.

Fischer expressed concern about someone getting hurt on the iron spikes of the
streetscape fence by Chapter 11. It was
suggested that
Community Service Director Hansen take a look at the situation.
