Clean Water Action Solicitation:
A company known as "Clean Water Action" is soliciting donations in the Village without a required permit. Mel alerted me and I faxed them the requirements. The Police Department was also alerted.

Position Description and Advertisement for Temporary Position:
Ever since Chris left, we have been considering a revised position description.

Our conclusion is that the position should be downgraded and revised to "Receptionist/Cashier/Administrative Aide". The pay range should be made entry level somewhere close to $8-10 per hour and work up to $12 per hour. Let me know if you have any observations or thoughts to the contrary. I will be advertising next week and interviewing in mid July. We will place in the ad the possibility of accepting two qualified individuals who might be interested in job sharing. This might be just the level of commitment someone might want and would save on the cost of benefits and give us greater flexibility.

On the other hand, downgrading the position means that less assistance will be provided to my office; yet it will be what the customer and overall workforce needs most. I will plan on budgeting for some part-time Administrative Assistance in future years when resources permit.

Americorps Option:
The option of using a temporary arrangement through the Michigan Community Service Commission was explored for the above position replacement also. We do not meet the minimum requirements, however.

Village Hall Sills to Be Replaced:
Monday morning the contractor will return to replace the sills at the bottom of the old gym windows given that they cracked. A revised design will include a joint in the middle. The long-awaited urn is supposed to be placed next week also.

Spring Lake Yacht Club and Drive Improvement:
The Yacht Club would like to reconstruct the entry road and make it one foot wider overall. Verplanks is helping to cover the costs and the work would ideally occur in August or September. This item needs Council action and will be on the Council agenda for July 19th. No trees will be impacted.

Exchange Street Parking Experiment:
We will continue to park some vehicles on the north side over the weekend. The purpose is to better simulate the traffic flow we get during the school days. When the Churches let out, the flow gets backed up and you could observe the results.

Secondly, Moore and Bruggink successfully got the parking variance for us on Liberty Street. We invited them in to discuss this appeal from the Major Street standards; or in the alternative, use of a roll curb. They will be here at 9 AM on Tuesday, June 29th if interested in attending.

Smart Growth Demonstration Project:
The best part of this possible collaboration with Ottawa County Planning would be we would get the Zoning Ordinance redrafted. Given the lack of resources, I was going to attempt to do myself with professional oversight; the alternative of building in a zoning re-write into this smart growth planning is better.

In the meantime, I asked the County if they could extend their deadline to enable a Council discussion before responding to their offer.

Audit and GASB-34 Costs:
BDO Seidman met with Maribeth and me this week mutually agree on process and audit timetables. They indicated a fee beyond the contractual amount is likely in order to address the long-awaited, and feared by City Managers everywhere, GASB-34 fixed asset accounting changes mandated by Federal law. The estimated extra cost is $3-4,000.

Given the above, I asked them for a credit for extra work Maribeth did last year that made their jobs easier. They responded by waiving any extra expense associated with another, new this year, anti-embezzlement required procedure, called "SAS 99". This otherwise would have cost $1,500 or so. The SAS procedures require them to talk anonymously to other employees and look for any suspicious activity in the wake of Enron and other recent scandals.

RFP for Audit Services Next Year:
This year is the last year of a three-year contractual understanding. I said I would be issuing an RFP in early winter for next year's audit. They indicated they would like to retain the Village's business and will work toward that end. I assured them that this plan on my part had nothing to do with performance, but everything to do with ensuring taxpayer cost effectiveness.

Coast Guard Change of Command:
A special ceremony is planned in Escanaba Park for July 8th at 1:00 PM. Let me know if interested and we will RSVP for you.

Tanglefoot Park Use Status Report:
Our transient lots increased for two last year, to five this year. We lost some customers due to illness and nursing home moves. As partial compensation, we are accepting more transient use this year in July and August than before. If this persists next year, we will advertise a bit this spring.

The docks have four openings still. These will be advertised now. They filled up quickly after such an ad last year. Pass the word.

List of Council Members and Presidents:
Dave Seibold volunteered recently to compile a comprehensive list of our Council members since inception in 1869. I now have the completed list that will go into our files and is available if anyone would like a copy.

Panera Bread and Public Relations:
This store is giving away free bread for community events and might come to tonight's concert to give away free bagels. Spread the word if you have a community event, they want to promote themselves. The person's name is Brian Campbell at 269-658-0652 if you want to pass along this offer to others.

Windsurfing, Chapter 11 and Midwest Living:
Chapter 11 is using Parkhurst Street End for an occasional windsurfing launch on a non-exclusive basis, with my acknowledgement, as long as nothing is left there day-to-day and/or complaints arise. I am told that Midwest Living magazine wants to feature windsurfing in the Tri-Cities and Chapter 11 later this summer.

Upstairs Village Hall Public Space:
The re-use of the old window and storage of the old folding chairs makes the upstairs wide hallway a good place for presentations and programs. About 40 people could be seated outside my office. We reconfigured the two workstations to accommodate this potential use.

Realtor Considers a Client's Use of Village Hall's Open Office:
Christine Wade is working with a potential client.

Shared Access by Marina Bay with Village Cove:
John and I will be working on this in earnest prior to the August 2nd public hearing.

Vacation Day:
I will be taking off Monday, June 28th but will be around if anything comes up.
