Work Session Discussion Items

 

·        Agenda Review:

 

This is the opportunity to discuss any changes to the
Regular Agenda, which follows tonight, or to remove items from the Consent Agenda for discussion.

 

 

·        Discussion on NOWS Contract History

 

Ken Zarzecki is the director of the Utilities Division of the Ottawa County Road Commission.  He is the person most familiar with the Northwest Ottawa Water Treatment System (NOWS) from the mid-1970’s forward.  The Council suggested Ken be invited to provide background information and answer questions, especially as it pertains to water service to non-NOWS member communities. 

 

I asked Ken to be prepared to answer the following questions:

 

1.    What is the history of NOWS?

2.    What is the history of the Spring Lake Village buy-in?

3.    What is the history of water service to Crockery Township?

4.    What is the financial relationship of Crockery water service to Spring Lake Township?

 

·        Discussion of Participation in the Ottawa County Wireless Proposal

 

Participation will cost $185.  It also entails potential permission to locate towers on some of the Village’s property (parks, parking lots, ornamental light poles, etc.).  The return is a possible 5% share as a leasing fee.

 

I suggest that we tentatively grant consideration to locating towers on top of the Village Hall/Municipal Services Building….not on ornamental light poles or anywhere in parks, for example.  Permission to collocate on existing poles in parks seems reasonable, however (lights at Central Park, for example).   In any case, the Village Council should reserve the right to approve or deny specific locations and specific poles once the height; exact location and other specifications are known.

 

Discussion is requested.  Attached is additional information. 

 

Miscellaneous Announcements or Status Reports

 

o       Public Hearing on Formal change of name of the Trailer Park to Tanglefoot Park (needed before wayfinding signage is constructed).

o       Applications to Historic Conservation District (Need one more)

o       Watershed Permit with FTCH help versus a Jurisdictional permit with sampling help
