Special Budget Work Session for FY 05 at Barber School

The General Fund is balanced. The financial model is functioning well. The exceptions are the Local Streets fund and the Building Fund. These funds will be the focus of our discussion.

Also, a number of important initiatives are noted in the attached pages. Funding these initiatives will take some discussion and advanced planning. The supporting line item detail is lengthy and is available in the Clerk's office and will be provided at the meeting.

Agenda Review

This is the opportunity to discuss any changes to the Agenda, which follows tonight, or to remove items from the Consent Agenda for discussion.

Presentation from Habitat for Humanity on Plans for Three Homes on River Street

Mr. Louis Rycenga will attend tonight to present their plans for three homes off of River Street. Some suggestions for the Council to discuss with Habitat for Humanity are 1) any loose ends at the last project on Lake Avenue and 2) the need for screening of headlights shining on neighboring property by attractive fencing softened by landscaping.

Downtown Master Plan Recommendations and Discussion of Alternatives for Property Owned at 209 South Park (Temporary Village Hall) and 921 West Savidge (Temporary SL/FB Police Department)


The original plan for 209 South Park Street was to sell this property once the Village's use was completed while reserving a 15-foot strip on the water for passage of an eventual Grand River Greenway.

Discussions during the Downtown Master Plan resulted in land use recommendations that show the Village should retain ownership of 50' of land along the Grand and work to redevelop the entire west side of Park extending to School Street to the west. This redevelopment would be to create a comprehensive "mixed use" redevelopment that would be primarily residential. It could even include sale of the non-waterfront sections of Cutler Street for just the right redevelopment.

A discussion is needed tonight with Council to see if renting instead of selling at this point is an alterative that you want to see. In this event, staff would work on renting it out on a summer weekly basis and assign a dock to the home from Tanglefoot Park. The second alternative is to sell it as a home.

Discussion of Alternatives for Property Owned at 921 West Savidge (Temporary SL/FB Police Department)

The original plan was to sell this property once the Village's use was completed in May for a comprehensive redevelopment of the West End.

Given that this plan is stalled, the Village staff will work on renting this property out as an office or as a storefront until such redevelopment potential occurs. The alternative is to market it for sale now, regardless of any eventual redevelopment of the West End.

Review of a Report from the Police Department Suggesting Increased Parking Fines

Parking fines have not been reviewed since 1988. The current standard fine in the Village of Spring Lake is $5.00. Most other communities increased their fines several times since 1988. The options are to leave as is, increase to $10, or increase to a different amount.
Village Hall Moving Plans and Rededication Ceremony


The move in date to provide services in the newly renovated Village Hall and Expanded SL/FB Police Department is Tuesday, May 25th. Extra efforts to disconnect and reconnect phone and data systems and move desk contents are planned for Friday, May 21 and Monday, May 24. Customer services will be interrupted during this period.

This agenda item is written to suggest we close for normal business on those two days. Emergency services will continue.

The tentative Rededication program is planned as an Open House from 6:30 PM to 8:30 PM on Tuesday, June 15th as the kick-off Heritage Festival event. Remarks will be made at 7:30 PM. Door prizes, tours and refreshments will be available. Spring Lake's Steel Drum Band (Steel Doin' It) will be playing from 7:00 PM to 8:00 PM.
