Agenda Review

This is the opportunity to discuss any changes to the Agenda, which follows tonight, or to remove items from the Consent Agenda for discussion.

Continued Budget Work Session on the Tax Increment Financing District Fund for FY 05

The Village Council reviewed the overall budget in a special work session on April 19, 2004.  We ran out of time to sufficiently consider the TIF fund, however.  Attached is another copy. The major expenditure variables next year are continued payment of debt service, Lakeside Trail Gap Completion, an emphasis on implementing the expected Downtown Master Plan and general redevelopment within the TIF area including the downtown focal point(s).

Your detailed review and suggestions will be included in the final budget document that will be the subject of a public hearing on June 7, 2004.

Animal Enforcement Recommendations

The new civil infraction ordinance for animals is now in effect. The largest problem has been failure to pick up after animals. The Police Department reviewed this matter with me given the concerns we discussed in previous meetings.

The Police Department suggests an emphasis on education combined with warnings, a plain-clothes officer on Lakeside Trail followed by tickets involving a $50 fine for the first infraction. Part of the education campaign would include an article in Crosswinds entitled, "Pick Up or Pay Up". See attached. I expect that this emphasis on education will solve most of the problems so that relatively few tickets will actually need to be issued.


This agenda item is provided for your information and discussion. Police Chief DeYoung will be present to receive any further suggestions and to answer any questions.

Quarterly Report from the Village of Spring Lake/City of Ferrysburg Police Department

Police Chief De Young will summarize the first quarter report and answer any questions.

Discussion of Alternatives for Property Owned at 209 South Park (Temporary Village Hall) and 921 West Savidge (Temporary SL/FB Police Department)

The original plan for 209 South Park Street was to sell this property once the Village's use was completed while reserving a 15-foot strip on the water for passage of an eventual Grand River Greenway.

Discussions during the Downtown Master Plan resulted in land use recommendations that show the Village should retain ownership of 50' of land along the Grand and work to redevelop the entire west side of Park extending to School Street to the west. This redevelopment would be to create a comprehensive "mixed use" redevelopment that would be primarily residential. It could even include sale of the non-waterfront sections of Cutler Street for just the right redevelopment.

A discussion is needed tonight with Council to see if renting instead of selling at this point is an alterative that you want to see. In this event, staff would work on renting it out on a summer weekly basis and assign a dock to the home from Tanglefoot Park. The second alternative is to sell it as a home.

Discussion of Alternatives for Property Owned at 921 West Savidge (Temporary SL/FB Police Department)

The original plan was to sell this property once the Village's use was completed in May for a comprehensive redevelopment of the West End.

Given that this plan is stalled, the Village staff will work on renting this property out as an office or as a storefront until such redevelopment potential occurs. The alternative is to market it for sale now, regardless of any eventual redevelopment of the West End.
