Discussion on Use of the Newly Renovated Village Hall as an Emergency Gathering Point for Tanglefoot Park Residents

The Village Hall formerly served as the emergency shelter for the Trailer Park residents. Now that the Gym is not available, an amendment toTanglefoot Park's emergency procedures needs to be made.

Council Member Fischer and I discussed several alternatives. Council discussion is needed to solidify. An amendment to our procedures to recognize Village Hall as a staging area to meet and determine the whereabouts of the residents is proposed. Although the building is not set up for long-term emergency hosing any longer, this initial emergency services could still be provided. Once stock is taken, long-term shelter would secured in another facility.perhaps a local Church that has generator capacity or is not affected by the power outage. Such transition would occur within hours of the original event. Your review and consideration is requested.

Discussion on Potential Businesses to Nominate for the Chamber's Annual Award

Two nominations are up for discussion. The two nominees received are the Spring Lake Antique Mall given the numerous recent improvements made to this building and redevelopment of the former Rich's store into the Cosmetology School and Dollar Store.

Your review and discussion is needed before I write it up for your formal consideration at the next Council meeting. (Public notice is not being encouraged at this time given the potential for disappointing one of them.)

Review of the Village Purchasing Guidelines

A suggestion to amend these guidelines was made several months ago to enable local businesses to still receive the bid if not the low. Communities typically allow a 3% to 5% leeway.

An additional thought is to increase the $100 threshold for a purchase order. Many communities use a threshold of $1,000. Another suggestion is that the "Finance Administrator" terminology be changed to Village Clerk/Treasurer.

Attached is a copy of the current Purchasing Guidelines if you see any other provisions that need discussion as well.

Council Participation in Ice Cream Social at Mill Point Park on Wednesday, June 17, 2004 at the Heritage Festival's Family Fun Night.

This has been a tradition since the Windstorm. This item is provided for you to discuss the event and ensure there are not any changes you would like to see.

Free Popsicles at Thursdays At the Point for the Kick-off Month

I am thinking of helping to kick-off this new summer event by providing popsicles to the kids. The goal is help establish these weekly concerts as a family event that both adults and kids can look forward to, especially given the new play equipment. I intend to spend less than $250 over the course of the first month. I would like your discussion, however, before proceeding.
