Work Session Discussion Items

·        Additional agenda items or changes to the Regular Agenda to follow.

·        Review of a Draft Report for Addressing Rehabilitation of the Village Local Streets and Discussion with Dennis Randolph, P.E. and Director of the Calhoun County Road Commission.

Staff was referred to Mr. Randolph by other managers at the September, MML Conference.  John and I visited Calhoun County in December.   A report to present these findings is attached and was reviewed by the Village Council over the winter.

Now that the budget includes experimentation with these concepts and adoption of a five-year plan, we invited Mr. Randolph to personally visit Spring Lake and inspect the streets in question.  We also invited his written assessment and presentation at tonight’s meeting.  I lastly invited residents of Barber Street to participate in tonight’s discussion.

The expected outcome is for the Village Council and staff to collectively evaluate the best alternatives tonight, followed by building these plans into our budgets and schedules.  This program will be funded by approximately $120,000 for the next five years. The funding will derive from the funds freed up with the hibernation of the Tax Increment Financing District for the next five years.

I included a flyer on street “asset management” for your information.  This is the reason the crack sealing is now being done so as to preserve the paved assets.
