Agenda Review

This is the opportunity to discuss any changes to the Agenda, which follows tonight, or to remove items from the Consent Agenda for discussion.

Review of Grand River Greenway Potential Design Grant

The Village submitted a grant request for 50% share of $10,000 to do a conceptual design of this path from near Village Cove to the end of Division Street in late April. The granting authorities met with me and Ken Gleason, Chair of the Parks and Recreation Committee two weeks ago to review the site and the grant's chances.

The Grants person suggested we amend the grant to do both conceptual and detailed design on the first phase to Division Street and then do conceptual design only on the remainder to Leonard Road.

The problem with this approach initially was the 50% local match. The estimated cost for this additional work is $70,000 total, for a local share of $35,000. The expense would not be incurred until formally approved by the Coastal Management Program sometime in early 2005. The expenditure could be spread over tow fiscal years. This expense, and ones like it, seem to have been contemplated in the language of the Spring Lake Downtown Development Authority Plan quoted below in the "Development Area Projects" section:

.West Waterfront Development Improvements in conjunction with the development of the Wipperfurth/Fletemeyer/Barrett area properties including lighting, a seawall, public walkways, all-season pedestrian access to the Holiday Inn.

This language supported use of TIF funds for the West End Community Boardwalk completed five years ago.

The funding would come from a reduction in the various "redevelopment demolition" line items in the TIF budget provided elsewhere in this packet.

The Village Council can now discuss this matter and determine if they would like to act on an amended grant request at the next Council meeting on June 21st.

Discussion on Exchange Street Parking

This discussion is needed before proceeding with additional parking on the north side.

The original intent was to wait until the completion of the Downtown Master Plan before making any parking changes..that was before Rich's redevelopment took off and we suggested that they place windows in the south façade. They, in turn, also remarked on the need for parking on the north side of Exchange. To accomplish this before winter, we would need to get started.

Staff requested quotes on the survey and engineering and received the following prices:

Driesenga: $4,700
Moore and Bruggink: $1,600

Although the street is too narrow for safe passage with cars parked on both sides, this widening should be minimal so as to not result in higher speeds. This engineering and design would occur with owner's expectation that 11 foot lanes be used in the design, instead of the cusomary12 feet, so as to achieve traffic calming at the same time as more parking.

The street is now approximately 34 feet wide. A minimum of 36 feet is thought to be needed. The north/south street in downtown Muskegon Heights is an example of a 36 feet wide street with parking on both sides.

The alternatives are to:

1. Park on both sides without any engineering and widening and risk reducing traffic speeds to a possible crawl;

2. Proceed with the engineering and cost estimate now, through use of TIF funds, with the anticipation of widening this summer; or

3. Wait for the Downtown Master Plan's conclusions to review each block from Buchanan to Cutler Street and conduct any needed widening next spring.

The TIF budget contains $30,000 for parking east of Jackson on Exchange.
