Agenda Review

This is the opportunity to discuss any changes to the Agenda, which follows tonight, or to remove items from the Consent Agenda for discussion.

Review of a Policy on Use of the EOC Room by the Local Amateur Radio Operators (HAMS)

This room was designed as a 1) a training and meeting room during the day;   2) an emergency operations center during emergencies;   and 3) as a public meeting room for either Spring Lake Village or Ferrysburg citizens during the night.

After the design process, it became clear to the Village staff, the Police Department and to the Radio Club, that a presence in the Village of Spring Lake/City of Ferrysburg Police Department would be desirable.  After a number of meetings and reflection, Chief De Young and I recommended to the Joint Police Commission that several cupboards of the EOC room be dedicated to the Radio Club's equipment and that the space be made available for trainings and meetings.  The Joint Police Commission concurred.

The expectations are that 1) the Radio Club will review the type of lock to be used in advance with the Village Manager to ensure that it fits with the building;  2) the installation will be at the Radio Club's expense and 3)the room would be used free of charge for Radio Club classes, meetings and trainings, as long as not previously reserved.

Relatedly, Council member Fischer, Part-time Officer Anderson and the Radio Club saved the Police Department budget significant funds in handling the responsibility of the radio installation program for the new building.  A total of $7,000 was the original cost expected;  as a result of their volunteer efforts, less than $1,500 will actually be expended.

Final Review of the Wayfinding Signage Design

Several revisions occurred since the last meeting:

1. The service club logos were placed on the entry signs;
2. Ideographs have been added for your consideration; and
3. Two full size mock-ups will be provided in alterative colors (one a SL school-type red/black and one in the customary white/blue).

See attached color sheets. Also attached is a tentative list of locations and funding sources. (Do not pay too much attention to the sample ideograph notes; the actual ones have not been determined yet.)

If we proceed, the first step will be to bid out the entire program and then fund it over two years in phases from TIF ($25,000 is budgeted in FY 05; $10,000 of community grants to be sought in FY 05; and the FY 06 TIF budget, and the FY 07 Capital Plan for the rest.) The total cost is estimated to be $58,600.

Review of a Potential Grant Request to Assist in Redevelopment of Eleven Acres of Harbor Steel Property

The Michigan Economic Development Corporation will make CDBG funds available to the Village for public infrastructure that helps create jobs.

Redstone Construction recently asked for Village assistance on extending the Village's ornamental lights and streetscape from Lake Avenue to Harbor Steel on the north side of Savidge.  Relatedly, the Planning Commission included extending the ornamental lights east on Savidge into their recommended draft of the Downtown Master Plan.

The local share for this grant is variable, but is typically 10-20%.  Redstone tentatively agreed to split this amount (approximately $40,000 to $80,000).  The Village's share would come from TIF funds that are being held in reserve for general redevelopment.

A draft letter to the MEDC is attached for your review.

Your consideration is requested as to whether the Village should make application for such a project.
