Agenda Review

This is the opportunity to discuss any changes to the Agenda, which follows tonight, or to remove items from the Consent Agenda for discussion.

Discussion of Exchange Street Angle Parking on Sunday mornings from Williams Street or Lake Avenue to Prospect Street

This is an idea to reduce the parking crunch at St. Mary's Church every Sunday morning. Barricades be provided to the Church to put out and bring in from about 8:30 AM to 1:00 PM every Sunday. One-way traffic would need to be instituted for this period.

Discussion with the Council is needed before offering this idea to the neighborhood and to St. Mary's.

Replacement of the Village Representative on Coast Guard Festival Committee

Matt Butler is no longer a Village resident. I asked that he continue his representation of the Village through the Festival pending a Council discussion of a replacement in September.

Would you like to ask Matt to continue or appoint a replacement that lives in the Village?  The responsibilities include monthly meetings, communicating with the staff and Council and an assignment during the Festival week to conduct.

Discussion on Permanent Display of Village Council President Pictures and Storage/Gift to the Tri-Cities Historical Museum of the Originals

These pictures are currently grouped into 3-foot by 3-foot frames (two) in the Village Manager's office.  We scanned all the pictures so the Tri-Cities Historical Museum and the Village now have CD's as permanent electronic records.

This is one option that works.

Other options that would provide greater visibility follow:

1. Place in the lobby of upstairs Conference Room of Village Hall (A limited number of more people can view at no cost);or

2. Place in individual frames and place around the border of the lobby of Village Hall on the "beam" enclosures.  (This has the benefit of being at the seat of government and too high to reach, but they will also be too high to view up close.  The cost would be about $800 to frame); or

3. Place in individual frames and install around the perimeter of Barber School on a picture rail.  (This has the benefit of being seen by the greatest numbers of people.  The downside would be an occasional theft.  Replacement copies would be available, however.  The cost would be $800 for the framing and $1,200 for the picture rail.); or

4. Continue to display in the Village Manager's office. (Limited number of viewers at no cost.)

Regardless of which option is selected, it is suggested that we give, or loan, the originals to the Museum.  Your review of this suggestion is requested.  The intent is that they preserve them with greater care than non-trained individuals might over time.

Council discussion and preference is requested.

Review of a Village Hall Construction and Other Costs

The bottom line is known.  It appears we will have $102,000 remaining from the projected revenues.  Attached is an accounting.  Also included in the agenda is payment to Wolverine Construction Management of the final amounts due to Wolverine, except $9,902.  This amount will serve as insurance that the remaining few loose ends will be addressed.  The architect, FTCH, reduced their bills by $2,600 due to a design error to cover the cost of repair (Buchanan Street drainage).   Final payment will now be made to FTCH.

Discussion of a Contribution to the Mulligan Hollow Ski Bowl

The Ski Bowl Supporters wrote us last winter asking for contributions.  The City of Ferrysburg agreed.  The Village of Spring Lake deferred to our recreation agencies.  These agencies have not discussed it yet.

In the meantime, a letter was received on September 21, 2004 seeking a pro rata contribution from Spring Lake Village of $632 and offering to come speak to the Council.  See attached.
