Additional agenda items, or changes to
the Regular Agenda, to follow.
·
Review of the Village of Spring
Lake/City of Ferrysburg Police Department
Quarterly Report for July 1, 2005 to September 30, 2005.
Police Chief De Young
will be present to discuss. Attached
is a copy.
·
Review of Potential Wetlands Ordinance
and Options
The Village Attorney
was asked to draft a succinct ordinance similar to Pinckney Village’s
(Code Amendment) at the last work session.
A draft will be provided for your consideration under a separate
cover.
It is important to
avoid dampening redevelopment potential.
It restrict
redevelopment in now unforeseeable ways.
Additional staff/consulting expense will likely be necessary as
well.
Relying on the MDEQ’s
existing procedures and contributing the Village’s opinion as necessary is a
less expensive and less duplicative option.
·
Review of a Letter Requesting
Contributions to the City of Grand
Haven Skate
Park
Contributions are
being requested by the City of Grand
Haven to help provide matching funds for a skate
park grant. The planned skate park
will provide 15,000 square feet of ramps, boxes, grinding rails, fixed
obstacles and bowls for skaters. This
facility is intended to benefit all youth in the Tri-Cities.
Your review of the
attached fund-raising request is needed.
·
Review of a Possible Notice of Intent
for a Michigan Economic Development Grant for the Proposed Mill Point Station
Redevelopment Streetscape at 601 West Savidge and 721 West Savidge in the
Amount of $300,000, to be Matched by $50,000 of Tax Increment Financing Funds
and $50,000 of Developer Funds.
This grant was
reviewed positively by the MDEQ staff.
The Village is now being invited to go to the next step of submitting a Notice
of Intent. The TIF fund would
provide for the Village match. It
ended the FY 2005 budget year with a cash balance of $253,870. This is above the $147,823 fund balance
originally estimated.
Although the $50,000
match noted above is more than originally budgeted, it is the minimum
necessary to proceed in the application process.
The resulting
streetscape will tie the planned redevelopment into the existing downtown
streetscape and will enable the first phase of the School Street extension.
Attached is
additional information on this possible grant.
·
Review of Environmental Consulting
Assistance from Envirologic Technologies, Inc. of Kalamazoo for Environmental
Assistance to the Mill Point Station Redevelopment from Tax Increment
Financing Funds.
If the Village
Council would like to proceed with the Mill Point Station redevelopment,
assistance is needed to answer environmental questions regarding responsible
parties at 721 West Savidge. Depending
on the answers, some of the $260,000 loan request may become grant eligible.
