Work Session Discussion Items 

 

·        Additional agenda items, or changes to the Regular Agenda, to follow.

 

·        Judging of the Storefront Window Displays

Council members are invited to individually pick out the top three store windows in advance and will compare notes at the work session.  First, second and third place winners will be decided thereby.  Prizes will be provided by the CBDDA fund.

 

·        Review of Bi-Annual Amendments to the Personnel Policies and Procedures Manual

The Village periodically amends its personnel polices to keep abreast of state and local law changes.  Another intent is to incorporate all new Village rules, policies and contractual changes necessary.

Jill Wendorf, Projects Intern, assisted in the latest Manual update.  Jill will attend tonight’s meeting and make the initial presentation.

Listed below are the subject areas.  After Council work session review, this matter will be on the next agenda for your formal consideration.  A summary follows.  The complete language is attached. 

 

1.                Inclusion of MDOT and other governmental contract requirements for equal opportunity employment, otherwise known as Title VI.  (Separately approved by Village Council on January 3, 2005);

2.                Inclusion of the Health Insurance Portability and Accountability Act of 1996 requirements  (HIPPA);

3.                Staff contributions to Health and Prescription Insurance;

4.                Long-term disability use requirements

5.                 Sick leave use restrictions,  if on long-term disability;

6.                Carryover of 40 hours of vacation time from one fiscal year to the next;

7.                Reimbursement for Lasik surgery if cost neutral compared to annual vision care reimbursements;

8.                Provision for partial benefits for part-time employees (pro-rated for hours worked);

9.                Provision of a Section 125, Pre-Tax, Deduction, Flex Plan.  Employees can more easily pay for eligible extra benefits desired thereby (similar to AFLAC);

10.           Maternity leave of 40 hours of sick leave and unpaid maternity leave of up to 90 days (This second provision is required by the family medical leave act.);

11.           Family care sick leave to match past practice ;

12.           Substance testing in the case of an accidents on the job;

13.           Occasional permission to use Village property with appropriate reimbursement;

14.           Update Police Chief and Sergeant retirement provisions with the newly agreed police officer retirement changes;

15.           Inclusion of updated and new job descriptions.

16.           Inclusion  of attachments pertaining to Title VI and the Section 125 Flex Plan.

At this time, the Village Council can review and discuss these changes.  See attached for actual language.  The full document is 80 pages and is available at the Village Clerk-Treasurer’s office. 

 

·        Review of Potential Budget Adjustments for the FY 2006 Tax Increment Financing Fund Budget

These potential budget adjustment need review by the Village Council.  The purpose of this review is to:

1.     Acknowledge changes from the original FY 2006 budget;

2.    Acknowledge changes to the original proposed local government share of the East Village and Rotary Drive redevelopment project ($84,289 local share instead of $50,000 originally.  The difference is due to my error on how the power line relocation costs were recorded.

3.    Acknowledge other redevelopment grant match changes  (Lake Pointe and Mill Point Station).

Attached is a detailed accounting of these changes.  The bottom line is an estimated fund balance of $288,870, instead of $46,557originally anticipated.  Given the hibernation of TIF approved in October, 2005, these funds can continue to be used for unfinished business in the TIF district.  A total of $205,000 of the remainder is encumbered for completion of Lakeside Trail, dumpster enclosures, and the western-most Village entryway sign. 

 

After this Council discussion, the projects noted above will proceed.  These changes will be made official during the comprehensive annual budget adjustment resolution in March.
