• Additional Agenda Items or Changes to the Regular Agenda to follow. (If there are changes to the Consent Agenda to follow, they can be discussed now.)

• Review of North Buchanan Street Plans, Costs and Design.
North Buchanan street repair is needed to eliminate the hump. This project is next on the Local Streets Five Year Reconstruction Plan. An initial design was sent out to all of the nearby residents and is attached. Construction will cost $66,183; the final engineering is quoted as $1,250.

The attached plans show:
1. Replacement curb and gutter for the project limits (from Spring Lake south to just past Mason Street);
2. A reconstructed sidewalk on the west side;
3. An improved Mason Street (east end only)
4. Improved drainage;
5. 375 linear feet of new asphalt;
6. Slope improvements;
7. No change to the municipal mini-beach.



Several public suggestions were made following the mailing. Each suggestion has a cost:

1. Continue the curbing on the east another 75 feet or so to the south ($3,000 extra).

2. Look at making the curbing just north of Mason on the west side curvilinear, instead of straight, and thereby narrow down the street at this location. (Not recommended);

3. Review quotes for continuing the resurfacing to Liberty on Buchanan ($18,000 extra) and/or continuing to North Jackson on Mason (approx. $20,000 extra; at least $3,100 of this is recommended for the first 75 feet).

If you select some of the above options, the Village Council should retain the right to accept or reject these additional sections after seeing the actual bids. If the bids are found cost effective and each of the options were acted upon above, then the Parkhurst Street project would need to be postponed until FY 2012 instead of FY 2011 until the fund balance is replenished.

Is anticipated that neighborhood residents may wish to address the Village Council.

Your review and discussion of the above alternatives is requested as to what design changes are desired. Staff will bid out this project for mid-to-late spring construction.

• Discussion on Pursuing the Next Steps for the Grand River Greenway.

Now that the title search and other activities for the Slover property purchase are underway, the next step is to finalize the plans for extending Phase I to Jackson Street and other refinements that have been suggested:

1. Amendments:
a. Add a small trailhead parking lot off of Savidge where a curb cut now exists;
b. Extend Phase One from Division to Jackson and Exchange;
c. Add mitigation measures at the West Spring Lake condominiums as per the property negotiations (privacy gate, consolidated drive and fencing);
d. Define the options for bidding if choices need to be made on the number of fishing/viewing areas and docks, due to revenue and cost limitations -- $1,370;

2. Potential MDOT Funding for Phases II and III from Transportation Enhancement Grant Funds
Create a map showing the Grand River Greenway from Spring Lake Village boundaries, to the east along Leonard Road to where it might connect with new trails being planned in Walker to head west, called the “Grand Walk.” This map is a precursor to successfully applying for $345,000 of Transportation Enhancement Funds from MDOT -- $1,650.

Village Council review and discussion is needed prior to the agenda to follow. If you would like to proceed, these expenditures will be added to the amended budget for the February 15th meeting.

• Review of Chamber Goals for the Economic Development Contract.

As touched on last week at the Council goal setting and was discussed at the last CBDDA meeting, the following goals are suggested for Village Council review.

1. Convene, mediate, negotiate a breakthrough on land rights blocking the School Street Extension Economic Development Program;

2. Determine if a joint marketing study is feasible/desirable/affordable with participation of some, or all, of the property owners for the 20 closed storefronts in the Village;

3. Create an overall, comprehensive, successful “Shop Local Tri-Cities Campaign,” like Petoskey’s “Million Dollar Challenge.”

Village Council review and discussion is requested. These goals will be communicated to the Chamber once you concur and/or amend.

• Review of Village Council Goals for FY 2011.

These goals were consolidated and edited for improved wording and a presumed priority order. Your review and amendment is requested. Completion of the goals will be a team effort. Starting with the Village Council team is the best place to begin:

1. Pause the current property tax reduction trend for FY 2011;
2. Initiate a water/sewer readiness-to-serve fee reduction trend for FY 2011;
3. Budget a 4% revenue loss for FY 2011(best assumption for now);
4. Sustain downtown retail first -- Promote new retail second;
5. Write Chamber goals to help with above, including kick-starting the School Street Extension negotiations;
6. Cut costs by using more in-house services, like was done for the Master Plan, storm sewer compliance activities, tree trimming, etc.
7. Continue TIF hibernation and accompanying Local Street reconstruction/resurfacing five year plans;
8. Continue to provide local matching grant funds and leverage new resources when the opportunity is created;
9. Work out a Holiday Inn bike path solution;
10. Review the fire contract specifics ($12,000) and make a recommendation;
11. Jump-start the uncompleted condos.

Any additions, deletions or order changes?

Attached is a copy of the monopoly exercise results. We will keep these desired ratios in mind as the FY 2011 budget is put together.
